Spain to Miss Kyoto Targets

Spain has warned that its greenhouse gas emissions for 2008-12 could be almost 20% above the upper limit set under the Kyoto Protocol in 1990. Under Kyoto, Spain was allowed to emit 15% more in 2008-12 because it was then not considered to be a fully industrialised nation. It now appears that the country will exceed that limit by 19.45%. Emissions in 2008 however fell by 7.7% from the year before, due primarily to renewable energy sources replacing coal.
